30-Year-Old Man Charged in Fatal Shooting at Silver Spring Parking Garage

Montgomery County Police have arrested 30-year-old Ramone Christopher Ramsay and charged him with the fatal shooting of a Baltimore man last weekend in a downtown Silver Spring parking garage.

Ramsay is charged with first-degree murder for the shooting and death of Kymani Elijah Bailey in the early morning hours of Saturday, July 8.

Detectives from the Major Crime and Homicide Divisions reviewed surveillance video from Public Parking Garage 3 during their investigation and obtained images of Ramsay. According to an MCPD news release, investigators also learned that Ramsay had been expelled from a nightclub shortly before the shooting.

Ramsay is alleged to have shot Bailey in the parking garage while Bailey was walking with others. Police report that there is no known connection between the suspect and the victim; the cause of the shooting is still under investigation.

Detectives obtained an arrest warrant for Ramsay on Sunday, July 9, charging him with first-degree murder and other related charges. Ramsay, who has no known address, was arrested Wednesday and taken into custody without incident. The warrant was served on him at the Montgomery County Central Processing Unit, MCPD said.
