Affordable Housing Boost: Springvale Terrace Redevelopment Approved by County Planning Board

The county’s Planning Board has approved the redevelopment of the Springvale Terrace senior living facility near downtown Silver Spring into a newer, larger building with affordable housing.

The construction is slated to begin around April of next year.

Springvale Terrace currently comprises 146 units at 8505 Springvale Road, near the Dale Drive station of the upcoming Purple Line. The site is situated in the county’s Silver Spring Downtown and Adjacent Communities Plan, which was adopted in 2022 and encourages updating the zoning code to develop diverse housing types within the plan’s borders.

According to MoCo360, Springvale Terrace will close on April 30, and its last resident was relocated on April 8.

Plans for Seabury at Springvale Terrace (PDF), which were approved by the Montgomery County Planning Board last week, call for the demolition of the existing facility and the construction of a larger, 206,464-square-foot facility that will stand three to five stories tall.

In addition to the new building, the project includes new sidewalks, outdoor seating areas, and increased green space, according to MoCo360.

The joint project, undertaken by D.C.-based Seabury Resources for Aging Inc., which is celebrating its 100th anniversary this May, and Silver Spring nonprofit Enterprise Community Development, will feature 237 units with rent capsĀ for low-income seniors aged 62 and older.

Twenty-five percent of the housing will be moderately priced dwelling units (MPDUs); units in the new facility will have one or two bedrooms, a full kitchen, and an in-unit washer and dryer.

Construction on the site is expected to begin around April 2025, with the new Seabury at Springvale Terrace community slated to open in the spring or summer of 2027.
